The history of my profession Berezin Dmitri cadet of Police College Theauthorofthecreativeproject The instructor of the project LomakinaM.A.
The History proves that citizens are able to excuse the leader of the government for their abuse of power, their love for luxury and even their peculation. But citizens will never be able to excuse the absence of public order in the country and existence of threat to their life and property.
Police function appeared with the foundation of the government in the VI-Vll centuries and later the Duke Squad carried out this function in Kiev RUS. With the development of the government police functions were realized by different persons: posadniki, volosteli, tysyatsky, sotsky, virniki, streltsy and etc.
In 1715 Peter-the-Great founded the service of public order and named it “Police” which was translated from Greek as “Control of Government”
Russian Empire. First police. Created by Alexander I on 28 March 1802 in the process of government reforms to replace the aging collegia of Peter the Great, the MVD was one of the most powerful governmental bodies of the Empire, responsible for the police forces and Internal Guards and the supervision of gubernial administrations. Its initial responsibilities also included penitentiaries, firefighting, state enterprises, the state postal system, state property, construction, roads, medicine, clergy, natural resources, and nobility; most of them were transferred to other ministries and government bodies by the mid-19th century.
Militia in Russia were founded on the 10th of November 1917 by the Decree of “Working Militia”. Our militia were created by the working people to protect their rights. The militia officers have always displayed courage and heroism in the fight against enemies of our state.
During the first days of the Great Patriotic War the Communist Party and the Soviet Government paid great attention to the public order in the country. All the years of the Great Patriotic War the Soviet Militia were on the same way with the Red Army. In 1941-42 militiamen were the last Soviet soldiers who left towns and cities under enemy arms. Soviet militiamen were the base of the local partisan organization on the occupied territory. After the expulsion of enemies the only representative of the Soviet Power was a local militiaman for long months. In the rear of the Soviet military troops the militia fighters maintained public order and safety of citizens, eliminated murders and saboteurs , defended the national goods from embezzlers.
On the first of March 2011 Militia was renamed as Police according the Law of Police. And now all policemen celebrate their professional holiday every year on the tenth of November as the Holiday of Internal Affairs of Russian Federation.
