Medical center “ Avicenna’’ began its work 19 years ago. At present “Avicenna’’ can compete with large state clinics according to the range of services suggested. The main stress is made on high medical technologies and the service which are unique for the regional market. “ We keep a sharp eye on all the new things at the market of medical technologies”, said General Director of “Avicenna’’ , Boris Izikovich , - we are official distributors of some western producers of the equipment. The country does not spend a lot of money per on person on health care whereas in some other western countries health care systems are much more expensive.
Because of the central organisation of public health care there is little cooperation between public health care service and the private sector.
The exceptions to free medical care are teeth and eyes, though even this care is available to large numbers of people who do not have to pay.

    Maternity Allowance

This benefit is usually awarded to you if you’ve changed jobs during pregnancy, are self-employed or have been unemployed during pregnancy. If your employer decides you do not qualify for SMP, they will give you form SMP-1, explaining the reason. In this situation, you should be able to get Maternity Allowance by sending this form to your local social security office with your Maternity allowance (MA) claim form.
Maternity Allowance may be available to help you take time off have your baby. You must not be entitled to Statutory Maternity Pay from any employer. You must also have been a registered self-employed person or have been employed in at least 26 weeks out of the 66 week period running into the week your baby is due.
You should claim as soon as you can after you have been pregnant for 26 weeks. If you delay, you may lose benefit. There are a number of conditions that you need to meet in order to claim maternity benefit.
Standard rate: €117.18 or 90% of your average gross weekly earning if this is less than €117.18.

    Family credit
The Department of Social Security compiles data on Family Credit based on 5 per cent sample of all Claimants.
Data are available for Great Britain at country and administrative region level. Family Credit was introduced in 1988 replacing the Family Income Supplement. Results are published quarterly in January, April, July and October, approximately four months after the end of the quarter.
A tax credit is an attractive way of helping needy working families because it allows them to depend less on transfers from the state and more on their own retained earnings. However, it does not necessarily differ from a benefit for poor working families in terms of how much disposable income they will have at a certain level of earnings. The United Kingdom already has a well-functioning benefit of this type, Family Credit. In replacing it, it is important that the detailed features of the new system and its operation in practice are carefully considered. This is particularly desirable because other countries have found a range of unforeseen problems with tax credits, which have not always met their key objectives and have sometimes attracted widespread fraud.

Your husband, wife or civil partner:
died as result of their service in HM Armed Forces before 6 April 2005

was a merchant seaman, a member of the naval auxiliary services, or a coastguard and their death was a result of an injury or disease they got during a war or because they were a prisoner of war

    Unemployment Benefit

The fifth in a series of publications which brings together unemployment statistics from a wide variety of sources to paint a picture of different groups of people in contemporary society. This edition looks at unemployed people in the United Kingdom and the experience of unemployment, both economically and socially, for the individual, their household and their family.
Unemployment benefits are payments made by goverments to unemployed people. It may be based on a compulsory para-governmental insurance system. Depending on the jurisdiction and the status of the person, those sums may be meager, covering only basic needs (thus a form of basic welfare), or may compensate the lost pay somewhat proportionally to the previous earned salary. They often are part of a larger social security scheme.
Unemployment benefits are generally given only to those registering as unemployed, and often on conditions ensuring that they seek work and do not currently have a job.
JSA for a single person is changed annually, and at 9 April 2007 the maximum payable was £59.15 per week for a person aged over 25, £46.85 per week for a person aged 18-24 and £36.65 per week for a person aged between 16 and 17. The rules for couples where both are unemployed are more complex, but a maximum of £92.80 per week is payable, dependent on age and other factors.

    Sick Pay
SSP is paid to employees who are unable to work because of sickness. SSP is paid by your employer for up to a maximum of 28 weeks.
SSP is not paid for specific illness or treatment but to all employees, who are incapable for work and who satisfy the conditions for payment.
The standard weekly rate of SSP is £75.40 from 6 April 2008 to 5 April 2009.
Your employer will work out a daily rate of SSP by dividing the weekly rate by the number of qualifying days in that week. For SSP purposes the week always begins with a Sunday.

    12 слайд

    Child Benefit
If you bring your children to the UK you may be entitled to financial help from the government in order to support them. This comes in the form of Child Benefit and Tax Credits. If you are from the European Economic Area and have the right to reside in the UK, you will normally be able to apply for this financial support. If you are from outside the EEA, and your immigration status includes the condition ‘has no recourse to public funds’, you will only be eligible for Child Benefit and Tax Credits if an agreement exists between your home country and the UK.
Child Benefit is a regular payment which can be claimed by anyone brining up children (this can mean your own children, or someone else’s children so long as you are responsible for looking after them).
The child must be under 16, or under 19 and in full-time education (not higher education). From April 2006, there are certain circumstances under which Child Benefit may be payable for young people up to the age of 20.
Child Benefit is not dependant on income or saving and is currently €17.45 a week for the eldest child and €11.70 a week for each additional child. From 9 April 2007 this will rise to €18.10 for the first child and €12.10 for each additional child.

Elderly people are entitled to 48% financial help.
19% go to long-term sick and disabled people.
Families on low income are entitled to 18%.
11% are paid to unemployed people.
2% are available to widows and others.
    Short-term sick people receive 2%.

    14 слайд

    Conclusion:
In a welfare state you don’t have to be poor in order to receive your pension or your dole money or your child benefit. This blanket distribution of benefits should be modified. Only those people who really need benefits should be modified.
In the welfare state, most benefits are available to everybody who is entitled to them and it’s very good.
In the welfare state, nobody is allowed to live in poverty.
Everybody is to have proper health care and education regardless of their income.
The welfare state helps the disabled, people who are unable to work to earn money on their own.
The welfare state system provides the elderly with an income that allows them to live to some degree of dignity.

    15 слайд

But I think the welfare state is ineffective. First of all, it is a waste of money. Besides, it is not selective! The provision of benefits weakens the family. If there was less provision by the state, families would have to cope and this would make the family stronger. Above all, the provision of benefits deprives individuals of their desire to look after themselves. There is no need to help the unemployed and homeless. There are to be guilty for their being unemployed and homeless and nobody else. People should be responsible for what they do and have. We believe that anyone who is willing to work can find a job. The welfare state should help only those who cannot help themselves.
