    Voronezh was selected base of the fleet for several reasons:
    
    the town was located on the river Voronezh, which flows into the Don river, which opened a direct way to the sea of Azov;
    -during the spring flood on the river could walk the large court, and had the opportunity to float forest;
    - near the city grew old-growth forests, suitable as a building material for ships;
    - nearby was Lipetsk iron ore

    Shipyard for the fleet of the length of 600 meters was built on the right bank of the river Voronezh.
    On the island there was a building of the Admiralty, where moved to the center of the city. It consisted of a Citadel (fortress) and the Arsenal (the building for the storage of military property). Near the Admiralty there was a sailing courtyard, which produced sail canvas for ships.

    The Admiralty building was constructed in 1697-1698 years. In 1700 Peter the Great founded the Admiralty Orders. At the head of this Order in Voronezh was F.M. Apraksin.

    In 1696 Peter the Great started building the regular Russian Navy in Voronezh. About 27 000 peasants and serving people from surrounding villages and towns came to Voronezh for construction of vessels by the order of Peter I.

    Voronezh was transformed into an industrial town, with specialized plants, factories, manufactories and workshops. European masters from England, Holland, Germany, Italy and France came here . They settled not far from the shipyards in German Quarter.

    On 27 April,1700 the naval flag of Russia was raised on the first Russian battleship «Goto Predestinatsiya». This unique 58-gun sailing vessel was constructed in Voronezh in 1700, and exclusively by hands of Russian masters.
